They are not filled, you can fill at your local store, or rent a helium tank from your local party store or welding company. You can also air fill it and tape to the wall or attach balloon sticks. Please note that latex balloons last about 8-24 hours when filled, best to inflate just prior to your party. The latex balloons will be darker than shown when you receive them, but when inflated they will be the same color as shown. They have an opaque appearance, not see through, unless near a bright light and have a very pretty appearance.
